• Russian President Vladimir Putin signed a decree authorizing a new maritime doctrine for the country’s coastal borders and naming NATO and the US as Russia’s principal threats, Radio Free Europe reported. According to the doctrine, the main dangers to Russia’s security come from the actions and future expansion of the Western NATO military alliance, the United States’ purported goal to rule the oceans, and alleged territorial claims made by a number of other countries.

• According to the Ukrainian military, some forces Russia is deploying to buttress its southern flank come from the Donbas region, CNN noted. Natalia Humeniuk, a spokesperson for Ukraine’s Southern Command, said the south remained a top priority for Moscow.

• The key Black Sea port of Mykolaiv was hit by “one of the most brutal shellings” since the war began, Ukrainian President Volodymyr Zelenskyy said after dozens of Russian rockets destroyed homes, schools and infrastructure, according to Newsweek. Among those killed in the city was one of Ukraine’s richest businessmen, who founded an agriculture company that helped facilitate the country’s grain exports.
