- Russia is reportedly offering amnesty to prison inmates who agree to fight in Ukraine in an effort to avoid an unpopular full-blown conscription program, the Associated Press reported. The reports come amid rumors that hundreds of Russian soldiers are refusing to fight and attempting to leave the military.
- Former Soviet state, Latvia, formally designated Russia as a “state supporter of terrorism,” Euronews wrote. The country’s parliament deemed Moscow’s acts to be “genocide against the Ukrainian people” and urged other European nations to “express the same opinion.”
- Russia confirmed for the first time on Thursday that discussions between Washington and Moscow on a prisoner swap were starting, after the US proposed a deal to free WNBA star Brittney Griner and another American prisoner, Paul Whelan, the Washington Post noted.
